SeaPort E

SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

The Ranger Group is a prime contractor with SeaPort-e (Contract N00178-10-D-6305) TRG's SeaPort-e team is a unique group of small and mid-sized businesses with demonstrated performance in serving the government in the SeaPort-e functional areas across each of the SeaPort zones. TRG’s team is made up of eleven proven companies with extensive defense experience and includes Epsilon Systems, Kratos, Schafer TMD, Sonalysts, Walsh Analytics, Brainlike Surveillance, Carlotta Science International, Kingfisher Technology, FSK Technology, and Power Ten. Seven of these eleven are small businesses, five of these veteran-owned, two are woman-owned.

Sonalysts is one of the few firms to integrate the advanced technology capabilities of a defense research, development, and engineering firm with the creative talent of a full-service video, film, recording, graphics design, sound design, and set construction/exhibitory business. Kratos' primarily client is the U.S. federal government, although Kratos also performs work for state and local agencies.

FSK is a woman-owned small business specializing in instructional technology and training services, management and technical training and training support services, and technical documentation. FSK provides significant experience in needs analysis, development, delivery, and support for training technology methodologies and evaluation. The FSK instructional technology team includes training program managers, instructional designers, training materials developers, technical writers, editors, graphics designers, documentation production and desktop publishing specialists, technical trainers, and evaluation specialists. The team uses the Instructional Systems Development (ISD) methodology that produces deliverables from requirements and needs analysis through curriculum development and implementation.

Brainlike Surveillance is a growing veteran-owned small business providing patented computing solutions that make sensing smart, reducing cluttered sensor data to valuable information in real time. Brainlike sensing technology - developed for U.S. military surveillance and refined for commercial monitoring - greatly reduces customers' costs while increasing efficiency for defense, environmental, equipment and human health monitoring. Besides reducing distracting clutter and false alarms, Brainlike sensing reduces transmission costs when installed on remote sensors, upstream of telemetry.

Walsh Analytics, a small veteran-owned business located in San Diego, was created to providequantitative analysis, assessments, and operationally based recommendations to key decision makers not only in the federal, state and city governments butalso to industry clients by evaluation and assessments of their operationalprocesses. Quantitative methods include Concepts of Operation (CONOPS), process analysis, metrics and scenario development. Walsh Analytics prides itself on being able to provide decision makers with an understanding of operational integration, a necessary adjunct to the systems integration provided by technology providers. Walsh Analytics applies quantitative methods to bound the thorny questions facing senior decision makers.

Kingfisher is a Service Disabled Veteran Owned Small Business (SDVOSB). Established in April 2005, Kingfisher specializes in providing National Security support to the U.S. government. Kingfisher's core competency is in technology-enabled services, with a specific focus on the Intelligence (Counterintelligence and Foreign Intelligence), Security, Irregular Warfare (including Cyber, Counterterrorism, and Antiterrorism), Homeland Security, and Law Enforcement Communities. Kingfisher’s services include strategic planning, performance management, decision support, facilitation, program management, training, and operations support, life cycle planning, enterprise architecture, information assurance, policy analysis, business process improvement, financial management, acquisition planning, administrative services, and contingency planning and support.

Carlotta Sciences International is a woman-owned small business established to provide objective defense-wide policy and programmatic support and analysis, focusing on the areas of RDT&E management, program and policies. CSI is experienced in technical and programmatic support, working group design and facilitation, international technical policy collaboration and management, technical and policy assessments and planning, and subject matter representation for international conferences and exhibitions. CSI’s skilled staff has a large body of embedded corporate knowledge of the DDR&E mandate as well as the Department of the Navy’s Science and Technology program, with facilitating dialogue and strategic collaboration between senior level S&T program management and other DoD/Naval Research Enterprise (NRE) participants. CSI’s professional staff not only has the experience and knowledge to perform objective analysis and recommend appropriate courses of action, but also has the practical experience navigating the programs budgets, and management structure of its clients to assist in the successful implementation of the recommendations.

Power Ten, Inc. (P10), a Service Disabled Veteran-owned Small Business, Emerging Small Business and a Small Disadvantaged Business, was formed in April2010 and provides engineering, technical and programmatic support services on a wide variety of unmanned air system programs. The resulting analysis has highlighted timeliness, performance and cost trade-offs and has exposed gaps to be addressed through engineering or marketing in the UAS development processes. P10 has used this model to allocate reliability requirements to system components and conduct sensitivity analysis to determine how changes in reliability in specific components affect the reliability of the entire system. P10 relies on highly experienced personnel with a median experience level in excess of 20 years of military/industry experience, who are veterans of multiple defense programs with a proven track record of developing innovative and pragmatic solutions to program technical and management challenges.
